He's an old vaudevillian, isn't he? I remember him popping up in films doing magic as "The Great Ballantine". And does anyone remember a brief series of theatre cartoons called "The Ant and the Aardvaark" in the '70s? He was the voice of the Aardvaark, the only thing in the cartoon that was funny!
He did sound a bit like Carl Ballantine, but John Byner dubbed the voices for that cartoon:

He's a worldly-wise realtor who sets them up with their house in China and connects them with a Chinese housekeeper. He plays the scene with his trademark cigar. Carl Ballantine and Richard Rossi both love cigars and are rumored to have smoked Cubans together from time to time since.
