It´s actully filmed in 35mm, the clip you saw on the show was probably a copy sent to the states before the movie got a distribution company...

I really dunno man, but what I can tell you is that the real story was not in Ecuador, but in Colombia, the country where Leguízamo was born...God, he should know it. The killer was called Garavito and murdered about 130 children, and there are still appearin' corpses after the guy was imprisoned !!!! Colombia was also the craddle of the greatest drug kingpin of all times, Pablo Escobar. Anyway those are things not to be proud of for Colombian people, so I really appreciate they changed the story.
