I enjoyed comment/synopis by ltgavilanes. A slight correction is that Daniel Barbosa Camargo was known as the "Beast of the Andes". He confessed to killing 72 girls in Ecuador after he escaped a Columbian Prison and was sentenced to life in prison. He was later found murdered in the prison.

His predecessor, the one I think the movie is pointing to, is known as the "Monster of the Andes" and his name is Pedro Alonzo Lopez. He confessed to killing at least 110 children in Ecuador, over 100 more in Colombia, and another 100 in Peru. He was convicted in 1980 in Ecuador and served 18 years in prison and then was released in the middle of the night on the Columbian border. Apparently, neither Peru nor Columbia could afford to prosecute him and his whereabouts are unknown today.
