So Felix funded Bond to get back in the game, and their deal was that Bond could get the money, but Felix/CIA would get LeChiffe.
So after the game, LeChiffe and his henchmen kidnap Bond.
Why didn't the CIA have LeChiffe in custody the moment he lost the game?
Even if Felix didn't take him in immediately, they weren't at least tailing him?
My interpretation is that Felix screwed up and LeChiffe got away. They didn't explain how this happened to let the audience believe, along with Bond, that Mathis had something to do with it... even though he didn't.

On a funnier note I always imagined bond coming over like bloody hell Felix you had one job.

I always took that as a lie and the real text she received was something like "come outside" from Le Chiffre, which is why she leaves and gets taken.

Yes, that's possible. Good theory. The movie doesn't really explain it that well, in my opinion.
