do we need to be chinese to laugh?

I watched You Shoot, I shoot and its so funny, then I try this one too because everyone said that this is his box office movie but I think its not so funny, just some decent comedy movie or I need to become chinese to laugh, yeah you know some jokes dont work for other speaker.
