This was Officer Carmichael, who is shot and killed by Jed Green. You're right that it doesn't have much to do with ecology. But Officer Carmichael is just another character in the story, and his role explains why Jed Green went to jail.

To get the "good" guy (Earth Brown) to lose his inhibitions and go after Sun Green. The thread I linked to earlier also explains this.

The shore is an analogy for the temptation of the devil's wicked ways. The captain is rowing away from the shore to stay on the right path. Here are some of the relevant lyrics. Note the last two lines in particular:

What was the story of Lenore and the money?


Lenore was the art dealer who ran the "L" gallery. She was having an affair with Officer Carmichael. The friend of Officer Carmichael's widow discovers that Carmichael had left behind an envelope with money in it for Lenore. When she sees this she realizes they were having an affair and decides to hide the envelope from the widow to not upset her. Here are the relevant lyrics:

Two hundred bucks in an envelope
