There seems to be a similar setting and time along with the ideas of intrigue and identity. And sexual tension.

That could very well be.
Patricia Highsmith, the creator of Tom Ripley (5 novels), observed a young man walking on the beach in Sorrento in the early 50's and supposedly he inspired her to write about Tom Ripley.

TMR was set in the late 1950s. This film is set in 1930. The subject matter is completely different. So, they are not similar.

Similar and "the same" are two different things. Thematically it seems that the two have a lot in common. I am not arguing about originality or claiming one over another, I'm simply musing and pondering.
