In the scene where they're having the four-way phone conversation, Regina says it won't be possible for Gretchen to win spring fling queen because "she's not pretty." Was that just Regina being catty and mean or is Gretchen supposed to be ugly, i.e. in the script was she described as the least pretty of the Plastics?

It's clearly just Regina in denial. She's obviously pretty, which is why she was allowed in the Plastics to begin with.

If Gretchen wasnt pretty, she wouldnt have been accepted into the Plastics.
However, if Gretchen was as pretty or even more pretty than Regina, there would be a conflict. Thats why Regina is not just being mean, there is also a hint of truth - at least Regina herself thinks Gretchen is not as pretty as her.

The three plastics fit into archetypes from the book. It's been a while since I've read it, but to my recollection/interpretation:
- Regina is the Queen Bee. She keeps her position primarily by intimidation and the capability to be heartless and mean: essentially, she's a bully. Every other girl gives her whatever she wants because each is afraid that she'll be the one that Regina dumps on, and is glad when it's someone else.
- Gretchen's power comes from collecting secrets about everybody. They didn't make much of this in the movie, though.
- Karen is the pretty one. They also throw in a bit of what the book calls "fruit-cup girl," though it seems Karen really is dumb, rather than just playing dumb. Cady takes on the fruit-cup girl / beer-cup girl persona later in the movie.

I always thought Gretchen was supposed to be unattractive (hence the talk of her big hair) but they hung out with her because she's rich (hence her dad being the founder of Toaster Strudels). That's why it's supposed to piss Regina off when Gretchen gets nominated for Homecoming Queen because although Gretchen is her friend, she's not popular like Regina is because she's not pretty. However, Lacey is pretty so this part of the story seems to be lost.
I just looked and in the original script it said Gretchen is "not hot but has expensive clothes" and Damian says she's a girl with $1,000 of designer clothes on a $2 body.
Yeah, but as I'm sure you've noticed, they changed A LOT of things from what we see in that script to what we see in the finished product.
I think that most people will agree that Gretchen turned out to be just as pretty as the rest of them (if not even more-so).
And not only that, she's soooooo fetch!
But there are enough references in the script that she is supposed to be unattractive and only a part of the clique because of her wealth. I mentioned the "big hair" line because the joke no longer works since her hair isn't big... meaning the character details were left in the script even though the actress they cast didn't resemble her physically.
sharei think Gretchen's the prettiest of the Plastics. She could beat Regina in a beauty contest.
