Father Waiting for Daughter

One thing I am so confused about is seeing the father waiting for the daughter over the course of many years but never seeing her. How is that possible if she lived in that building and worked at that vet's office? Did she move and quit her job without the makers of the film telling the audience? Was he really not standing there, was it just how the film portrayed the passage of time? I thought the movie was absolutely excellent but those scenes toward the end of him standing there aging, waiting, were very vague and confusing. Anyone have insight on this? Thanks!
