Certainly "Work It" is a mindless pretty for the eye video, but by no means it's the best video of the year.
Johnny Cash's "Hurt" is by far the best video of 2003.
It's that Hurt it's not only a video with a magnificent direction, great cinematography and excelent footage of Cash most memorable moments... Hurt has a powerful feeling, and you can say that you feel what Mr. Cash tries to express...
Anyways, "Work It" is one of the worst videos to ever win the most coveted award of the night. It only took 2 awards out of 8 noms! You see when the supposedly "best video" gets only 2 awards it means that it wasn't good at all.
Take as an example "Lady Marmalade", "Cryin'", This Note's For You", "You Might Think". Those videos aren't great, there were other nominees in the category whose deserved the award more than them. The best video of the year goes to the most polemic, best seller, and popular artist of the year and that's it.
When was the last time that MTV gave the best video of the year to a truly GREAT video? I think of 1997 when they awarded the -at the time- unknown British band Jamiroquai. "Virtual Insanity" didn't get heavy rotation, wasn't a #1 billboard hit, or didn't make to top the MTV's Top 20.
What's wrong with Mtv?
