so mortals can't see her flying on a broomstick???

this is something I don't get right now... watching the movie I see her arrive in the beginning on a broomstick. Later on she swooshes off after the party and then when Jack is with uncle Arthur to try to find her and they see her on her broomstick.

no one else sees her or notices??? are they that flakey in California??
