He was not really responsible, he did not ask to be followed or to be protected, cant remember what that other mole's name is.

lau as in Andy Lau also known as Ming in the movie? He was just a guy who was in the wrong place at the wrong time. He was a small time gangster and was chosen by Sam to be a mole in the police department. But after awhile he wanted to be a good guy as life as a police is good and decide to kill everyone who knows his true identity. In part 3, he was stress and despress because he wanted to be a good guy who badly.

So its actually up to you be see if he is a good or bad guy.

I don't know about that, to be a mole & to be the kind of mole to succeed & persist for over 10 years requires not only guts, strength of mind & character but also of vastly superior intelligence. I don't think he was just some small time schmuck, he was chosen bec he had those rare qualities needed for the job.
