the end

at the end of the film, despite kellers insistance, "they" decide shes a threat and send her back home to africa. im not too familiar with how it works but it is stated several times in the beginning that she was born here, in the usa and has dual citizenship. if she were born here, would the government be able to actually deport her? even though shes if she is a citizen of another country?
