'Colonel' Stinkmeaner?

Is there any particular reason Stinkmeaner is referred to as Colonel? Was he really a military officer or was it just supposed to sound scary?

I'm assuming it's a nickname, like Mike Patton is called "General Patton." In the introduction episode, it says he went blind around sixteen, so he could never have served in the military.

I'm going to go and draw cocks on the other applications.

They left it ambiguous. But I don't see how a blind man was in the military. Or am I not understanding something lol?
