When and how will there be an American release of this?

I ask cuz I wanna see this but can't find it anywhere. I know of this one site that apparently has a fansubbed version, but I can't seem to find the link anywhere (it's a torrent thing BTW).

And if it gets released here in the states, what are the odds of it getting a wide theatrical release WITHOUT it being dubbed in English? If the odds aren't that great, then maybe they should just release it on DVD. And DON'T DUB IT.
