It's another World War, their people doesn't know who's the enemy and what's the reason of aggression
Only thing they know is: countries are destroying themselves in this war till the extinction.
As people must know, the constitution imposted to Japan after WWII
says Japan could not have an normal Army and just a Self Defense Army
they can't attack any country, just defend of aggressions in their territory.
In the manga makes a reference about it. In Saikano, Japan is under attack
they're only protecting their land and it's a final war.
'Cause, you must remember in the ending Shuuji ends like the last man in the world.
Human being is the enemy, as Japan can't start wars, their land was safe,
the others after destroying the rest of world, they're trying to survive,
trying to take it. Japan in their plan to protect their nation and territory,
they created an ultimate weapon which is Chise, but she kills any soldier no matter the side
and devastate all the place when attacks. The Japanese are destroying Japan
for trying to protect it, "in a war".
Yes, in 1 episode, enemy pilot speaks English, but in another one
an enemy soldier speaks a different language, many nations are attacking to them.
Chise said in the final episode "all these nations came here to try to survive"
and they're not going to stop.
BTW, this is an anti-war anime and what kensterz is saying
it's not the reality in this story. This final war it's not for power
it's for survival, as other nations were fanatics of war, no longer have an habitable land
and the last land which could shelter them, it's being disappeared
when humans are trying to attack, conquer and ironically protect that ground to live there.
War never brings anything good. That's it.
