Didn't anyone feel the incestuous father got off easy?

So he got slapped twice. That's all they did with a guy that raped his daughter for 20 years?

I agree 100% he got off easy but:

1) in real life, rapists get away with it every *beep* day and it's a frustrating truth. I know Kiss Kiss Bang Bang's hugest appeal is in knowing it's a movie, but what would be the movie ending to that? Perry kills him (he's gonna die soon)? Perry tells everyone he sexually abused his daughter? No, I think it's appropriate to have Perry himself confront the man with his evil deeds and his own hand in the suicide of his daughter because...

2) I think the point of the scene was more to allow Perry to find closure with somebody he failed to help (Harmony's sister) rather than to have a moment where Harmony's father gets his just desserts. Perry didn't feel the case was closed until he had his round with the man himself.

The thing that I didn't understand was, why didn't the older sister tell anyone if she knew what was going on? The police? The NSPCC (or whatever the American equivalent is)? She's supposed to be so fond of her sister, but she didn't do anything. instead just ran off and left the father to get on with it, I couldn't understand that at all. it spoilt the film for me.
