Flying dragons with no wings... OK

I understand the producers actually set out to make this a terrible film. But, why did the dragons not have wings? Also, since they don't have wings how did they fly?

Asian dragons typically have no wings, that's why.

Because asian dragons look like serpents and basically fly with magic, not with wings. Simple.
