Why so long to come out in the UK on DVD?

I bought this this week because I love a good ol violent flick, I also loved RISE OF THE FOOTSOLDIER. So when I read about this in a magazine last week, I ordered it right away. Then I checked it out on imdb and it said it was made in 2002...anybody know why it took so long to come out?
