Ghost Cat on Blu-ray - What Can You Tell Me About It?

I recently found Ghost Cat on Blu-ray, and was wondering if any of you could tell me about it? All I know is that it is very hard to find. How was this made available to the public exactly? How many were produced in the first place? I can find hardly any records of it even existing in the first place, so it has me quite puzzled. Thanks in advance!
