Why did Phil Coulson talk to Tony so soon?


Tony wasn't a superhero when Phil began to talk to Pepper Potts at the press conference. Was he looking to use his guns at first or did he know about Tony building the suit in the cave and assumed he was going to build another suit and become a superhero? Am I missing something?

In the tie-in comic Nick Fury thought Tony might have change sides, so he ask's Phil to keep an eye on him and get much info he can.

because saying he won't continue making weapons would be considered treason by some

Well it's not technically MCU canon but you can sort of consider it Earth-199999 canon. It's also a pretty likely explanation or at least part of one.

It's always possible that they nullify or confirm that in a film, just like the Agent Carter one-shot has sort of been reduced to less-than-canon.

But yeah I think the combination of the Ten Rings/Stane potentially being on SHIELD's radar and concerns about Stark and his potential uses to SHIELD or worrying about how bad it would be if he did turn (i.e. if HYDRA got their hooks into him) accounts for why Coulson was sent to see him right away.

They knew about the suit. Notice that Phil mentioned he wanted to talk specifically about the details of Tony's escape.

Like Sheelyb said; it was all about a debrief on his escape, who had taken him... on the surface, at least.

At the time, the Ten Rings were being implied to be a force of The Mandarin. He wasn't interested in Stark as much as he wanted intel on Mandarin. Even after IM3, it's not clear what connection other than lip service that AIM had to the Ten Rings... they could very well still have been backed by the real Mandarin and hence SHIELD's interest in Stark's experience there.
