Why and how is it that Tony manage to miniaturize the arc reactor in captivity when he could not do so before when he was free? Also where did he get the idea for the very first attempt @ Iron man?

There's no indication that he couldn't miniaturize the arc reactor before, it was just something he never felt like needed doing. It wasn't until he was captured, and needed to come up with a way to escape (using what materials he'd been given) that prompted the need to actually do it.
Also where did he get the idea for the very first attempt @ Iron man?
Stane clarifies the miniaturization thing when he and Tony are talking by the original arc reactor. He knows about Tony's mini version and prods him by saying "we haven't had a breakthrough in years" and "we knew it was never cost-effective, we built it to shut the hippies up" etc.
So it was always possible at least in theory but nobody believed it was worth trying.
Even when Tony excitedly says "It works, Obi" you see a glint of Tony almost wanting fatherly approval, indicating that getting it to actually work was something only Tony could do.
When Yensen says "this is a very important week for you" (when Tony says he'll be dead within a week) it illustrates how motivated Tony is to save himself and get his weapons out of the hands of terrorists.

It seemed like he had something to go on. He didn't spend any time spec-ing out a theory. He seemed to have a concept that he had been entertaining for a long time but never really committed himself to it.
