Missing episodes from Hulu

So I'm rewatching the series for the umpteenth time via HULU, which along with Amazon, I believe is the only streaming services licensed to broadcast them; although Amazon wants you to pay to view each episode.

Anyway, I noticed that 3 episodes -S1e03 S4e07 and S4e14 - are all missing from HULU. Does anyone want to venture a guess as to why? I HATE when they do that. It makes no sense. So they negotiate to stream the show, but somehow the talks break down over these 2 episodes? I don't recall them being particularly controversial. And they're available on Amazon, so why are they excluded from HULU?
