Jurassic World and JP3 connection

Regarding InGen secret mission and activities. In JP3 Grant tells Billy what he thinks the dinosaur that attacked their plane was, and after many failed guesses Grant tells him Spinosaurus and to which Billy implied as "super-predator" and the fact that he doesn't "remember that on InGens list". Grant replied with "and it makes you wonder what else they were up to,"

So we can safely say that their plan to militarize, and/or weaponize dinosaurs started even back to the events leading up to JP3. Even the idea of created a super predator. Was Spino created with the same intentions as indominous????
