It looks like once ubisoft shanghai got done with this linear piece of crap with claustaphobic appeal they handed off the english spdeaking roles for the goons to a bunch of irresponsible frat , surfer dudes. it sounds like the same three guys all the time . They probably took the money to hire real actors with syrian accents or french accents and spent it on hookers instead , then said lets do it ourselves. there was one tester who signed off on it . Then the guy in charge of promoting the whole thing just needed the game to talk about terrorism and paranoia , so he just sent it out with a lot of reviews from neo conserative shills.
