Why is the animation so inconsistant?

For example, in some shots, people's faces are seen with quite a bit of detail, and are faithfully animated. However, in some shots, faces are rather poorly animated (the soldier who says "kill 'em all" comes to mind). Why the inconsistancy?

May there be mercy on Man and Machines for their sins.

You'll notice those scenes where the faces are highly detailed aren't really animated at all but long shots of still drawings with some sort of camera move or effects animation rather than real character animation. The stuff they do animate is all very consistently simplified. The meshing of the two styles is the inconsistent thing. I guess you could chalk it up to a level of detail concern. The highly detailed drawings are close-ups while the fluidly animated sections are longer shots. And of course there are different animators animating different parts. In this case the animation director wasn't too picky about maintaining a unified style and let his stable run free a bit.

Would you happen to have any... flan?
