"Rabu" is how the English word "love" is written in romanized Japanese (R and L sounds in Japanese are interchangeable, as are B and V sounds, and the extra U at the end is because all Japanese syllables en in a vowel, with the exception of a syllable ending in N. The U is either very short or not pronounced at all, depending on the dialect.). Anime/manga titles will often use English words in their titles but will spell them with Japanese characters.

"Hina" is a shortened form or nickname for "The Hinata Apartments," which is where the series takes place (for the most part). Also, Keitaro's grandmother's given name is "Hina." Yes, "hina" can mean "doll" in Japanese, but that is not the intent with this usage.
