Import DVD case problem?

So I got the Please Teacher perfect collection for christmas, and on the back of the case for the dvd's, it says that there are 3 discs, and 23 episodes. But ours only came with 2 discs... weird. And I checked every where I could, and they all say 13 episodes, which is what we have.

Has anybody else had this strange issue?
