Please help me find a movie!

Goth was so horrendously awful, it was comical. There was another movie I remember watching on video around 1997 (not sure when the movie came out, that's just when I personally saw it) and it was about this social misfit and a ventriloquist dummy named Rubberneck. It was insanely crazy and random! I thought someone who'd seen Goth might have also seen this movie! Please help with the title! Thanks so much! =)
