What country is the most likely candidate for

Syriana. There are a number of Gulf Countries. It looks like Dubai in the United Arab Emirates, however they have been trying to diversify their economy by becoming a financial center for that part of the world. They've also invested alot in infrastructure. Is it Qatar or Oman?

"Countries in the Middle East bordering the Persian Gulf and sometimes known as the Gulf States: Bahrain, Iran, Iraq, Kuwait, Oman, Qatar, Saudi Arabia, and the United Arab Emirates."

The Emirate in Syriana is a fictitious Persian Gulf country by design. It has some of the qualities of countries like the UAE, Saudi Arabia and Kuwait, but it is not intended to represent any single country.

I thought the film intended us to think it was Kuwait. The reformist son mentioned having repaid the debt his country owed the US – probably a reference to ousting the Iraqi army in '91. There was a succession dynamic going on in Kuwait a few years ago, with an elder son bypassed in favor of his younger brother. And the map Damon's character draws to show using pipelines to the east, which would be Iran – hence the US hostility and action.
