Extra inappropriate dubbing?!

Not that I think dubbing is ever really appropriate, but I just watched the english version of this, and in the scene where The Baron, and General Fancypants with the leather spikey helmet are having a conversation and The Baron suggests that they surrender, did anybody else notice that the other guy was dubbed into english!? This movie was filmed in english, what language is that guy speaking?! What ever he's saying, it's completely not what is coming out of the speakers.
