shooting in the eye ? Arkan reference ?

Maybe I am reading too much into this.... SPOILER ALERT

When Lukic/Jankovic is kidnapped, one of the attackers says something like, "Maybe I should shoot him in this eye!?" Isn't that both a reference to an eye for an eye, but particularly for this movei, a reference to Arkan ? I believe the signature was the left eye, and they point at Lukic's left eye.

Any thoughts ?
