help with another movie

I love this movie, but I am trying to think of the title of another movie that came out around the same time this one did.

It was a little known b movie back then, all I remember is it was about a killer who collected eyes from his victims ( I think it was the eyes ) He was killed by a barrel of toxic waste i think, then years later he was set free from the barrel of waste, and kills the people in the plant looking for his collection of eyes.

Everywhere I search, all I can come up with is the toxic avenger, but i know it's not that as it's one of my favorite films. It's also not the movie See no evil with Cane in it, from WWE. I see that alot because of the eyes thing.
