At the end when he is still a child and is just leaving the orphanage, do they proclaim him dead and blame the killing on Isaac or something as a setup for propaganda purposes? I'm really confused, because the news team tells the person to hide the gas can because there going to film, and then they set fire to the car and the cameras turn on.

The news team is in present day Macedonia filming a news report and staging the fire in the backgraound ( as it was the case when some foreign journalist have done this to make the report more drmatic).
well then who is the man that the news team interviews? the man says "lem is an old friend of mine"...i thought this movie was excellent by the way.
