The Hollywood production code started as a voluntary self-policing code that movie-makers agreed to follow. They formed it to avoid government interference. At the beginning it had no power, and the guidelines weren't enforced. But eventually it developed stronger leaders and they started enforcing it in the mid 1930's. There was a lot of pressure from church leaders at that time too.

It gained more control by the late 1930's and it started to lose power in the 1960's.
