Showtime airing was horrible

I saw this film on one of the HD channels this week, I believe it was Showtime. Either this was the worst shot movie I'd seen in years or the worst video transfer ever. The film looked like it was shot with a super8 camera. It was dark and blurry. Large dark spots and even hairs appeared at times. It reminded me of one of those low budget Troma movies like The Toxic Avenger they used to run on cable. It was a shame because the story and acting were quite good.
