.........I get the symbolism of Ned wearing a shirt with a swastika in a circle on it and, when he gets close to Rachel, trowing it into a fire. What I can't get is the idea of someone walking on the street, in a shirt like that, without being confronted. I'm sure a symbol like that would disturb a lot of people.

the average person wouldnt just walk up to someone who looks crazy/violent and start confronting them about it.

most people would walk away and probably not make eye contact.

This.^ Besides, most people would probably be intimidated by someone like Ned.
