I don't unstand how this or has it been brought up?


First, there are things called "Wills" and if someone want to do this, they would be the ones telling the "Cutter" what to cut. With 1000s upon 1000s of hours to edit, with a date stamp, time code, one could give close details as to which moments are to be shown.

Birth
3 to 5 momnents from 5yrs old to 13,
first love (Maybe)
graduation of high,
graduation of college
the moment fell in love with wife
birth of kids
moment of success at life or job

It's possible in the world of the movie, there are no wills. Or it's possible that some people did specify in their wills what memories they wanted to preserve. However, many people die without a will or they don't update it before they die so even if they leave one stating that some memories should be preserved, there may be many that are left out of consideration. Apparently in the reality of the movie, it's the survivors that can say what memories the cutter should save.

Still, you'd think that it would help solve unsolved crimes if they witness the deceased robbing or, as was shown in the film, raping or murdering someone.
