Some of the photo's were actually modeled and remastered after authentic WW2 photos of Nazi officials, combined with fictional, game-modeled faces for the GGG officers. For instance, in the 2nd GGG Officer List you can see Joseph Goebbels, the Propaganda Minister of Nazi Germany, in one of the target photos in the foreground near the Nazi Officer.
And for the Thule Priest's target photo you can see Heinrich Himmler, head of the SS, faintly in the background at what appears to be a Nazi Parade.
