This was explained by Aunt Oume who says he is an 'idiot' I think explaining it rather crudely though but I think we are supposed to assume he is not right in the head or suffers from some form of retardation

I thought it was handled nicely and was funny in the context of the film

He reminded me of 'Uncle Teddy' from the old black and white comedy "Arsenic and Old Lace". It probably is coincidental, but my first thought was that it was inspired by that movie. I'm probably wrong about that, but it really did remind me of that film.

In case you haven't seen the film, "Uncle Teddy" is crazy, and thinks he's Teddy Roosevelt. In a couple of scenes, he 'charges up San Juan hill' (well, really the staircase, but he thinks it's San Juan Hill).

In any case, it's supposed to be funny.
