New United Northern States?

Who are the people who started this so called New United Northen States? What country are they suppose to be from? We do have a United States Colonel part of the of NUNS President's Staff so if it is us Americans and maybe Canada combined why not live in the part of the United States that is not covered with ice and snow? Why go to Africa?
