veils in judaism

I've seen the film and noticed that women are encouraged to wear veils in Izrael. Is that true? It seemed they are suppose to wear it only on special occasions, for example religious events. I thought only islamism preaches that.
Also, women are not allowed to attend services inside the synagogue - is this true?
