The movie opened with some text thanking someone, I don't remember who.

that implies that it was.

It does imply that, but the notice is a gimmick to give a sense of reality to the tale. On the director's commentary on the DVD, it is reported that the idea for the story came from the narrative of a runaway teen whose version of the story had become embellished with time, but whose raw emotion was very real. So they took elements of that story to craft this one.

Also, if you google "Drees COunty" you'll find there is no such place. There's a dreamlike quality to parts of the film, probably deliberate.
