Refresh My Memory!

I have watched "Spartan" two or three times and most recently late
last year. So would anybody please refresh my memory about the
William H. Macy character of Stoddard?

1. Why was he trying to kill Scott with a pistol towards the
ending?

2. Was Stoddard a government type of agent for the CIA?

3. Had he gone rouge?

4. Or was he simply supposed to be one of the good guys whom
Spartan had to kill in order to save Laura Newton?

5. Was Stoddard sent to kill Scott along with the president's
daughter?

I cannot remember his background which is why I have all of
these questions.

Stoddard was part of the gov't team that was selling the sailboat cover story, so he had to make sure she "stayed" dead. He was trying to gain her trust only to lure her out so he could capture and dispose of her. He wasn't rogue, he was (sort of) the President's "cleaner."

3. Had he gone rouge?
The movie suggests there was a substantial rogue element amongst the President's staff/people best represented by Stoddard, who concocted the fake death story and then had to ensure Laura Newton remained dead. 🐭
