Plot hole?

I have one bone to pick with this movie - the drowned people. Was it truly a co-incidence that the President's advisors took advantage of (as the news anchor said)? Wasn't one of the bodies meant to be Laura's college professor? If it's a co-incidence, he'd be walking proof that something strange is going on. Unless he was put into hiding by the shady government men? Or killed off and paired with a random female body? There's probably a few different ways to explain it and it doesn't spoil the movie for me, it just seems a fairly untidy loose end in an otherwise solidly scripted film.
