I can't remember the name of the show, but I do remember it was on late night on Comedy Central a few years ago. They had the main guy on the show smoke pot in Amsterdam and get tied to a windmill. That's all I can remember, and it was pretty funny, and I'm trying to remember the name of the show. Is this it? If not, do you know the name of the show?

there are only 6 episodes of this, and I don't think he went to Holland. So you are probably thinking of a different show.
