The dog

I think I have seen this movie about 2 times and have always enjoyed it. I just wondered why the dog did not have on a service vest or harness if he was a seeing eye dog which I presumed he was. Since the ADA has been around since 1990 I just wondered why they did not make the dog more authentic for a girl who is blind. I am really into service dogs and just wondered. I know that all dogs are used for seeing eye dogs so I understood the non german shepherd.
