Were the FBI guys Joe Devine and Jack Devine related?

Were the FBI guys (Baldwin's and Liotta's characters) Joe Devine and Jack Devine supposed to be related? Or was it just a coincidence that the two of them had the same last name?

Thanks, you're right. Yeah, I re-watched the movie and at one point (7:45 mark on the DVD) Baldwin's character says to Liotta's character that they are brothers. I guess i missed that upon first viewing. Nowhere else in the movie does their brother relationship ever come up or play any part.

Actually the brothers relationship does come up, but in a subtle way, in the airplane when Broderick's character is asking personal questions of Baldwin. Baldwin talks about having a smarter brother, a surgeon etc. It's pretty clear that he is jealous of his brother and it makes sense in context of the other scenes with Liotta, especially in the climax.
