Trying to be Bourne/unclear scenes

This film was promising at first but could not keep up the tension and suspense in the way that the Bourne films did so well. The action was similar in places to Bourne (the fight in Madrid in the bar for instance) but could not pull it off in my opinion.

What was the scene all about after the two leading agents have arrived near the docks and are checking out the area. They search under some tin shelters for something..?

Also, some scenes were just handled in such a clunky way that I think it must have been deliberate: for instance, when she is released from prison at the end, some other agent tries to intercept her and take her bag only to just disappear out of shot as if he was never there (as happened throughout the film). I know these people are meant to be secret agents but they don't have super powers!

Could have been a good film but just didn't quite make the mark for me.
