I believe the killer is the maintenance worker at the police station

You'll notice when they're questioning the second suspect a man enters the room carrying a tool box, wears gloves (smooth hands). Nobody seems to take much notice of him which is fairly odd as they're in the middle of interrogating/torturing the suspect. As he fixes the boiler of whatever it is, he glances over his shoulder a couple of times listening to the confession but were never given a good look at his face, he gets up and leaves walking back past the 2 detectives and up the stairs say the third detective waiting outside, not once does anybody look or even acknowledge his presence, my guess is his plain appearance didn't call for much attention. Also working in a police station he'd might have some knowledge of how to commit and get away with the murders

Anyways just imo, as soon as I saw that I thought has to be him

Yep I noticed the exact same thing too. It was the boiler guy.

Though its based on a real killer that was never caught.

I think that was kind of a mislead. After a second viewing, I think that if they actually had a killer at the end, it would have been Baek Kwang-ho's father. The mentally challenged kid was harassed his whole life and snickered at by girls. His father could have already been a deranged killer and found a way to get revenge while living out a fantasy. His son made mention of being thrown in a fire by an unnamed man and clammed up before giving specifics. If he saw his father commit the crime, his behavior made sense. The hands of the killer were younger looking, it's the only thing out of place. The whole point of the movie wasn't the killer's identity, but the corruption and obsession with the pursuit. If they wanted it to fit a formula, the father would have been a good twist.
